Panic swept through South Korea, with people stocking up on food. Mr. Kim later said he had personally protested to Mr. Clinton, persuading Washington to drop the plan to strike Yongbyon.

There is no such panic reported in South Korea today. But the South Korean reaction to even the possibility of Washington carrying out a military action highlighted the sensitivity of the issue.
